There are audio software packages out there that can do this. I use Adobe Audition to edit my audio files and it has the ability to do what you are requesting plus hundreds of other things.

Garage band on mac does that in like 3 min. there is a setting just for chipmunks and you can slow it down or speed it up. Plus if you have a mac or buy one it comes along with other software.
