You can use sound recorder to speed up audio, and if you use windows media player, import a video and drag it into the storyboard, then click





Clip, Video, Video Effects





If you scroll down the list, there is a Speed Up, Double option.

in the sound recoder wich comes already installed in every laptop there is an option that lets you speed up or slow down a noise.
