A free program you can use for sound editing is at http://audacity.sourceforge.net/ with that you can increase the pitch of any saved sounds/songs.
Ahh.. as for videos, you can use a program called aftereffects to modify videos. Or for free: Free trial of Sony Vegas

use video editign, and speed up your voices, or u take the auido from your video and audio edit it and make your vioce go up
