How do I make my voice sound like a chipmunk?

I recorded a video and put it on movie maker but there isn't a button that says video effects. How do I add video effects to my movie maker? Is there a different way to make my voice sound like a chipmunk?

you can always try adobe audition, You can mess with your voice on it. I got a mixer I can do stuff like that with. but adobe audition, you should beable too, not sure how though.
