Having worked with Bugs Bunny for 4 years, and later with the Smurfs for 2 years...
To get a non-fur ';fur';... We would use FLOCK over either the fiberglass or foam. The first answerer gave good links to sources.I am making a chipmunk mask and I want the face to look furry, can I buy some kind of spray?
Hmmm, well other than using felt or some sort of actual fur for the face itself, you might be able to get away with some sort of sprays or brush-on flocking.
There is such thing as flocking you can paint on, to give any surface a furry appearance and feeling. You're effectively spreading a thin glue on the surface and sprinkling colored furry powder onto it. Check out this product here for an example of what to look for.

If you're in a hurry or can't be bothered, you can fake the effect of fur by using ';textured'; spray paint from any craft, hobby, or hardware store. It comes out to simulate a stone texture of some type, and if it doesn't exactly match the color you like, you can always spray the stone-type for a surface texture, then paint over it with acrylics or some other paints.

I hope this helps!
